(2) (I) IF AN APPLICANT FOR REGISTRATION
PLATES UNDER THIS SUBSECTION SUBMITS PROOF OF CERTAIN
DISABILITIES IN ACCORDANCE WITH § 3-607(A) OF THIS
ARTICLE, THE SPECIAL REGISTRATION PLATES ISSUED UNDER
THIS SUBSECTION SHALL BEAR THE OFFICIAL INTERNATIONAL
WHEELCHAIR SYMBOL, OR OTHER SYMBOL, AS PROVIDED IN §
3-607(A).

(II) THE PROVISIONS OF § 3-607 RELATING
TO THE APPLICATION FOR, USE OF, PARKING PRIVILEGES
ATTACHED TO, AND CRIMES CONNECTED WITH SPECIAL
REGISTRATION PLATES FOR DISABLED PERSONS APPLY TO
REGISTRATION PLATES ISSUED UNDER SUBSECTION (B)(2)(I)
EXCEPT THAT THE FEE FOR PLATES ISSUED UNDER SUBSECTION
(B)(2)(I) IS THE SAME AS THE FEE FOR PLATES ISSUED UNDER
SUBSECTION (B)(1).]]

3-829.

(a) All vehicles owned and used by the United
States, the State of Maryland or any city, town, village,
or county of this State, and all vehicles owned and used
for personal or official purposes by accredited consular

or diplomatic officers__of foreign governments, which

officers are nationals of the state by which they are

appointed__and are not citizens of the United States, and

by any incorporated volunteer fire company incorporated

in this State or rescue squad and used for fire fighting

or ambulance purposes, all authorized canteen__wagons of

recognized fire buff organizations as certified by the

International Fire Buffs Association, and all motor

vehicles owned and used personally by veterans who have

either lost or lost the use of one or both__legs, or an

arm or a hand, or who are blind, or who are totally

disabled, and all vehicles owned and used by the Civil

Air Patrol, are exempted from the provisions of this

subtitle requiring the payment of registration fees.___The

vehicles shall display identification markers approved by
the Administrator and the identification markers or other
insignia on the vehicles of veterans who have either lost

or lost the use of one or both legs, or an arm__or a hand,

or who are totally disabled, shall indicate that they

have been so designated or classified by the Veterans'

Administration.[; and for] ANY VETERAN ELIGIBLE FOR TAGS

PURSUANT TO THIS SUBSECTION AND ALSO AUTHORIZED TO

RECEIVE THE SPECIAL REGISTRATION PLATE UNDER §3-607, MAY

ELECT TO RECEIVE, AND THE MOTOR VEHICLE ADMINISTRATION

SHALL ISSUE, SPECIAL REGISTRATION PLATES BEARING THE

INTERNATIONAL WHEELCHAIR SYMBOL INSTEAD OF ANY OTHER

SPECIAL REGISTRATION PLATE. FOR the purposes of this

subsection a person shall be considered blind if he has a

permanent impairment of both eyes of the following

status: central visual acuity of 20/200 or less in the
