important step in an effective program, the initiation of
therapy is of equal importance. Therapy must follow
awareness or blood pressure cannot be controlled.
Moreover, treatment must be continued over a long period
of time. Continuous outreach is needed to find new,
"unaware" hypertensives even as previously diagnosed
hypertensives are maintained on therapy; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 871 through 874, inclusive,
to be under the new subtitle "High Blood Pressure
Commission" be and they are hereby added to Article 43 —
Health, of the Annotated Code of Maryland (1971
Replacement Volume and 1975 Supplement) to read as
follows:

Article 43 - Health

HIGH BLOOD PRESSURE COMMISSION

871.

(A)    THE COMMISSION ON HIGH BLOOD PRESSURE IS
CREATED.

(B)    THE COMMISSION ON HIGH BLOOD PRESSURE,
HEREINAFTER REFERRED TO AS THE COMMISSION, SHALL BE
COMPOSED OF [[12]] [[13]] 14 MEMBERS. THE MEMBERS SHALL
BE APPOINTED BY THE GOVERNOR, SIX AT HIS DISCRETION AND
[[SIX]] [[SEVEN]] EIGHT FROM NOMINATIONS AS PROVIDED
BELOW. EACH MEMBER SHALL SERVE A TERM OF FOUR YEARS AND
UNTIL HIS SUCCESSOR IS APPOINTED AND QUALIFIED, EXCEPT
THAT IN THE INITIAL APPOINTMENTS THREE MEMBERS SHALL
SERVE FOR ONE YEAR, THREE FOR TWO YEARS, THREE FOR THREE
YEARS, AND THREE FOR FOUR YEARS AND UNTIL THEIR
SUCCESSORS ARE APPOINTED AND QUALIFIED. A MEMBER MAY NOT
BE APPOINTED TO MORE THAN TWO CONSECUTIVE FOUR-YEAR
TERMS. THE MEMBERS SHALL SERVE WITHOUT COMPENSATION BUT
SHALL BE REIMBURSED, IN ACCORDANCE WITH THE STANDARD
TRAVEL REGULATIONS, FOR EXPENSES INCURRED IN CARRYING OUT
THEIR RESPONSIBILITIES AS MEMBERS OF THE COMMISSION.

(C)    OF THE APPOINTED MEMBERS, EACH OF THE
FOLLOWING ORGANIZATIONS SHALL SUBMIT      A LIST OF   THREE
NAMES AND THE GOVERNOR SHALL CHOOSE ONE   MEMBER FROM      EACH
LIST. THE ORGANIZATIONS ARE:

(1)    AMERICAN HEART ASSOCIATION - MARYLAND
AFFILIATE, INC.;

(2)    CITIZENS ADVISORY COUNCIL OF THE
MARYLAND COMPREHENSIVE HEALTH PLANNING AGENCY OR ITS
SUCCESSOR (THE STATEWIDE HEALTH COORDINATING COUNCIL);

MARYLAND;

(3)    MEDICAL AND CHIRURGICAL FACULTY OF

(4)    MARYLAND CONFERENCE OF HEALTH OFFICERS;
