every such reference shall be deemed to include the full
description of the item as set forth in the respective
sections of Chapter 289 of the Laws of 1974. There shall
be allowed an additional period of two years beginning on
the effective date of this Act, for placing the
aforementioned projects under contract. If said
projects, or any of them shall not have been placed under
contract within a period of two years beginning on the
effective date of this Act, then, as to any such project
not so placed under contract, it shall be deemed to have
been abandoned, and the other provisions of Section 10 of
Chapter 289 of the Laws of 1974 shall be fully effective
as to such project.

SECTION 5. [[AND BE IT FURTHER ENACTED, That the
provisions of Section 10 of Chapter 289 of the Acts of
1974 and Section 10 of Chapter 886 of the Acts of 1975,
be and they are hereby waived, insofar as they impose a
time for placing under contract the items in Section
5(I)(1)(d) in Chapter 289 of the Acts of 1974, and found
on page 1281 of the Laws of 1974, making available
$94,000 to the Department of Public Safety and
Correctional Services for acquisition of land
(approximately 39 acres) and design and preparation of
detailed plans and specifications for construction of a
Regional Community Correctional Center for Howard,
Carroll and Frederick County (Howard County, and in
Section 5(E)(1)(a)(4) of Chapter 886 of the Acts of 1975,
and found on page 3631 and page 3632 of the Laws of 1975,
making available $175,000 for the Department of Public
Safety and Correctional Services for the Division of
Correction, to supplement the appropriation for the
"Acquisition of land (approximately 39 acres) and the
design and preparation of detailed plans and
specifications..." as shown on page 1281 of the Acts of
1974. The aforementioned items are described by
reference, but every such reference shall be deemed to
include the full description of the item as set forth in
the respective sections of Chapter 289 of the Laws of
1974 and Chapter 886 of the Laws of 1975. There shall be
allowed an additional period of two years beginning on
the effective date of this Act, for placing the
aforementioned projects under contract. If said
projects, or any of them shall not have been placed under
contract within a period of two years beginning on the
affective date of this Act, then, as to any such project
not so placed under contract, it shall be deemed to have
been abandoned, and the other provisions of Section 10 of
Chapter 289 of the Laws of 1974 and Section 10 of Chapter

such project.

SECTION 6.]] AND BE IT FURTHER ENACTED, That
this Act shall take effect June 1, 1976.
