(5)    CLASS OR CLASSES OF MOTOR VEHICLES THE
APPLICANT IS QUALIFIED TO OPERATE.

(d) Only one current Maryland driver's license
shall be issued to and held by a person at any particular
time.        The [Department] ADMINISTRATION may require the

surrender to it of all out—of—state drivers' licenses
issued to the applicant prior to issuing a Maryland
driver's license.

6-111.1.

(c) A fee of [ $2 ] $6 shall be paid to the
Administration for the renewal of any class of driver's
license.

[[6-601.

(a)  Upon the request of any person who is a resident
of Maryland who does not possess a driver's license, the
Motor Vehicle Administration shall issue a special
identification card to the person.

(b)  A special identification CARD shall be accepted
as valid identification of the person to whom it was
issued when the card is presented for the purpose of
furnishing proof of the person's identification.

(c)   The fee for the issuance of a special
identification card is [$2.00] $6 if the card is issued
to any person under 65 years of age. [No] HOWEVER, NO
fee is required if the person requesting the card is 65
years of age or older. [A fee is not] NEITHER MAY A FEE
BE required if the person requesting the card is legally
blind or has permanently lost the use of a leg or both
legs or an arm or both arms, or any combination thereof,
or [any person who] IF THE PERSON is so severely
disabled as to be unable to move without the aid of
crutches or a wheelchair.

(d)  A special identification card shall expire every
[two] FOUR years but may be renewed. The renewal fee is
the same as set forth in subsection (c) of this section.

(e)   A special identification card issued under this
section shall be similar in size, shape, and design to a
driver's license, [but] AND SHALL CONTAIN A PHOTOGRAPH.
HOWEVER, the card shall clearly state that it does not
enable the person to whom it is issued to operate a motor
vehicle.

(f)    Any fraud or misrepresentation in the
application for or use of a special identification card
issued under this section is a misdemeanor, punishable by
