whom service is rendered; and to these ends, the
Commission may enforce the standards set by it, and may
by order require [such] changes and additions in the
service of any public service company as [it may deem]
THE COMMISSION DEEPS necessary, including but not limited
to repairs or improvements in plant, increase in motive
power, and change in schedule or manner of operations.
(B) THE COMMISSION SHALL EXAMINE ALTERNATIVES TO
TRANSMISSION LINE CONSTRUCTION IN ANY SERVICE AREA,
INCLUDING THE USE OF EXISTING LINES OF ANY COMPANY
WHETHER OR NOT FRANCHISED IN THAT SERVICE AREA, IF (1)
THE EXISTING LINES ARE CONVENIENT TO THAT SERVICE AREA,
OR (2) THE USE OF THE LINES WILL BEST PROMOTE THE ECONOMY
AND EFFICIENCY OF SERVICE TO THE PUBLIC.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

AN ACT concerning
Property Tax Credits for Homeowners —
Administrative and Technical Revisions
FOR the purpose of clarifying and revising various
aspects of the program of property tax credits for
disabled persons and for elderly persons under the
circuit breaker program, with relation to
definitions of terms, amount of credit, conditions
for granting the credits, applications for the
credit, allocations of property taxes collected,
reimbursement of costs of credits granted, and the
administration of the credit program and the cost of
administration by the State and by the counties or
Baltimore City; authorizing municipalities to grant
credits from municipal taxes to disabled persons;
changing provisions for the granting of credits to
disabled persons; providing for the cost of credits
to disabled persons; limiting credits for persons
who qualify under more than one program; and
providing for appeals from determinations under the
credit law for elderly homeowners and disabled
persons.
BY repealing and reenacting, with amendments,
