requiring notice to be given for open meetings at
certain times, in a certain manner and under certain
conditions; requiring reasonable facilities for open
meetings; providing for the recording of the minutes
of all meetings of public agencies; providing for
recordings and broadcasts of open meetings;
excluding certain agencies from the open meeting
requirement; providing for executive sessions of
certain meetings under certain conditions; and
providing penalties and remedies for a violation of
the provisions.

Article 19 — Public Local Laws of Maryland
(1965 Edition and 1974 Supplement, as amended)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 7 through 22, inclusive, to
be under the new subtitle "Open Meetings in St. Mary's
County" be and they are hereby added to Article 76A —
Public Information, of the Annotated Code of Maryland
(1975 Replacement Volume and 1975 Supplement) to read as
follows:

Article 76A — Public Information

OPEN MEETINGS IN ST. MARY'S COUNTY

7.        PUBLIC POLICY

IT IS THE POLICY OF THIS COUNTY THAT:

(A)          PUBLIC OFFICIALS SHALL CONDUCT THE ENTIRE
PROCESS OF PUBLIC BUSINESS IN AN OPEN AND PUBLIC MANNER
SO THAT THE ELECTORS ARE ADVISED OF THE PERFORMANCE OF
PUBLIC OFFICIALS AND OF THE DECISIONS THAT ARE REACHED IN
PUBLIC ACTIVITY AND IN MAKING PUBLIC POLICY;

(B)          PUBLIC AGENCIES EXIST TO AID IN THE CONDUCT OF
THE PEOPLE'S BUSINESS;

(C)         PUBLIC AGENCIES SHALL DELIBERATE MATTERS, AND
TAKE ACTION ON THEM, OPENLY;
