THE COUNCIL MEMBERSHIP
2-101. COMPOSITION OF MEMBERS.

THE MEMBERSHIP OF THE COUNCIL CONSISTS OF:

(A)         THE STATE SENATORS AND DELEGATES REPRESENTING
CALVERT, CHARLES, AND ST. MARY'S COUNTIES;

(B)          (1)         THREE COUNTY COMMISSIONERS FROM EACH
NONCHARTER COUNTY; OR

(2)        THREE MEMBERS FROM EACH CHARTER COUNTY

APPOINTED BY THE EXECUTIVE OF THAT COUNTY WITH THE ADVICE
AND CONSENT OF THE COUNTY COUNCIL;

(C)         ONE VOTING MEMBER APPOINTED BY THE PRESIDENT
OF THE SOUTHERN MARYLAND MUNICIPAL ASSOCIATION;

(D)         ONE VOTING MEMBER-AT-LARGE FROM EACH COUNTY
RECOMMENDED BY THE COMMISSIONERS OF THOSE COUNTIES AND
SUBJECT TO THE CONCURRENCE OF THE STATE SENATORS AND
DELEGATES FROM EACH COUNTY; [[OR]] AND

(E)         ONE NONVOTING MEMBER APPOINTED BY THE ECONOMIC
DEVELOPMENT COMMISSION AND THE PLANNING AND ZONING
COMMISSION OF EACH COUNTY; AND

(F)         ONE NONVOTING MEMBER APPOINTED BY THE MARYLAND
DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT AND THE
MARYLAND STATE PLANNING DEPARTMENT.

2-102. RIGHT OF APPOINTMENT.

THE RIGHT OF APPOINTMENT MAY BE EXERCISED BY THE
SENATORS, DELEGATES, AND COMMISSIONERS ONLY WITH RESPECT
TO THE MEMBER-AT-LARGE FROM THE COUNTY OR COUNTIES FROM
WHICH THEY HAVE BEEN ELECTED OR REPRESENT.

2-103. TERMS OF MEMBERS.

THE MEMBERS WHO HOLD MEMBERSHIP BY VIRTUE OF THEIR
ELECTED OR APPOINTED POSITION HOLD OFFICE ONLY DURING
THEIR TERM OF OFFICE. THE MEMBERS-AT-LARGE SERVE AT THE
PLEASURE OF ELECTED MEMBERSHIP OF EACH COUNTY.

2-104. VACANCIES.

VACANCIES ON THE COUNCIL SHALL BE FILLED FOR THE
DURATION OF THE UNEXPIRED TERM IN THE SAME MANNER AS
PROVIDED FOR THE ORIGINAL APPOINTMENT.

2-105. COMPENSATION.

MEMBERS OF THE COUNCIL SERVE WITHOUT COMPENSATION.

2-201. JURISDICTION.
