LAWS OF MARYLAND                            Ch. 708

(D)    "CONSUMER" MEANS A PURCHASER, LESSEE OR
RECIPIENT OR PROSPECTIVE PURCHASER, LESSEE OR RECIPIENT
OF CONSUMER GOODS OR SERVICES OR CONSUMER CREDIT.

(E)    "CONSUMER GOODS, SERVICES, CREDIT AND DEBTS"
ARE GOODS, SERVICES, CREDIT, DEBTS AND OBLIGATIONS WHICH
ARE PRIMARILY FOR PERSONAL, HOUSEHOLD, FAMILY OR
AGRICULTURAL PURPOSES.

(F)    "COUNCIL" MEANS THE TRI-COUNTY COUNCIL FOR
SOUTHERN MARYLAND.

(G)    "PLAN" MEANS A REGIONAL PLAN PREPARED BY THE
COUNCIL FOR ALL OF CALVERT, CHARLES, AND ST. MARY'S
COUNTIES.

(H) "REGION" MEANS THE AREA THAT INCLUDES ALL OF
CALVERT, CHARLES, AND ST. MARY'S COUNTIES.

1-103. STATUS.

THE COUNCIL IS A TAX-EXEMPT PUBLIC BODY CORPORATE
AND POLITIC WHICH OPERATES AS A COOPERATIVE PLANNING AND
DEVELOPMENT AGENCY WITHIN THE AREA TO FOSTER THE
PHYSICAL, ECONOMIC AND SOCIAL DEVELOPMENT OF THE AREA AND
UTILIZES EFFECTIVELY THE ASSISTANCE PROVIDED BY THE
STATE. IT INITIATES AND COORDINATES PLANS AND PROJECTS
FOR THE DEVELOPMENT OF HUMAN AND ECONOMIC RESOURCES OF
THE SOUTHERN MARYLAND REGION AS A SOUTHERN MARYLAND
PLANNING AND DEVELOPMENT AGENCY.

1-104. INTERGOVERNMENTAL RELATIONS.

(A)    THE COUNCIL SHALL COOPERATE WITH AT LEAST THE
FOLLOWING STATE DEPARTMENTS AND AGENCIES:

(1)    DEPARTMENT OF STATE PLANNING;

(2)    STATE OFFICE OF ECONOMIC OPPORTUNITY;

(3)    MARYLAND DEPARTMENT OF ECONOMIC AND
COMMUNITY DEVELOPMENT;

(4)    STATE DEPARTMENT OF TRANSPORTATION; AND

(5)    DEPARTMENT OF NATURAL RESOURCES.

(B)    IT SHALL SUBMIT FOR APPROVAL PLANS AND
PROJECTS OF THE COUNCIL IN WHICH THOSE DEPARTMENTS OR
AGENCIES HAVE STATUTORY FUNCTIONS AND RESPONSIBILITIES.

1-105. LEGAL ADVISOR.

THE ATTORNEY GENERAL OF MARYLAND SHALL SERVE AS
LEGAL ADVISOR TO THE COUNCIL IN ALL MATTERS PERTAINING TO
THE COUNCIL'S ACTIVITIES.
