AN ACT concerning
Property Tax Assessment Appeals Boards — Appointment
of Administrator
FOR the purpose of providing for an Administrator of the
Maryland Property Tax Assessment Appeals Boards [[to
assure uniform rules and regulations]]; describing
the duties of the Administrator; and relating
generally to the Maryland Property Tax Assessment
Boards and their rules and regulations.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 224A be and it is hereby added
to Article 81 - Revenue and Taxes, of the Annotated Code
of Maryland (1975 Replacement Volume and 1975 Supplement)
to read as follows:
Article 81 — Revenue and Taxes
224A.
(A) THE GOVERNOR WITH THE ADVICE AND CONSENT OF
THE SENATE OF MARYLAND SHALL APPOINT, FOR A TERM OF SIX
YEARS, AN ADMINISTRATOR OF THE PROPERTY TAX ASSESSMENT
APPEALS BOARDS. [[SUBJECT TO THE APPROVAL OF THE
MARYLAND TAX COURT,]] THE ADMINISTRATOR SHALL PROMULGATE
AND AMEND OR REPEAL UNIFORM RULES AND REGULATIONS
GOVERNING TEE ACTIVITIES OF THE PROPERTY TAX ASSESSMENT
APPEALS BOARDS OF THE COUNTIES AND BALTIMORE CITY. THE
ADMINISTRATOR SHALL BE RESPONSIBLE FOR THE CONSISTENT
APPLICATION OF THOSE PULES AND REGULATIONS.
(B) PRIOR TO THE ADOPTION, AMENDMENT OR REPEAL
[[OR]] OF RULES AND REGULATIONS, THE ADMINISTRATOR SHALL
PUBLISH OR OTHERWISE CIRCULATE NOTICE OF INTENDED ACTION
AND AFFORD INTERESTED PERSONS AN OPPORTUNITY TO PRESENT
THEIR VIEWS ORALLY OR IN WRITING. COPIES OF ALL PROPOSED
RULES AND REGULATIONS AND CHANGES TO THEM SHALL BE
PUBLISHED IN THE MARYLAND REGISTER. AFTER ADOPTION, THE
RULES AND REGULATIONS SHALL BE FILED WITH THE MARYLAND
TAX COURT AND WITH THE COURT OF APPEALS.
(C) THE ADMINISTRATOR SHALL RECEIVE A SALARY AND
NECESSARY ASSISTANCE AS PROVIDED IN THE STATE BUDGET.
