become effective and operative immediately the provisions
of this Act; but if a majority of the votes cast shall be
"Against Taxing Authority," then this Act shall be of no
effect and shall be null and void.

SECTION 4. AND BE IT FURTHER ENACTED, That subject
to the provisions of Section 3 herein and for the sole
purpose of providing for the referendum therein required,
this Act shall take effect on July 1, 1976.

documents are to be registered with certain State
agencies in a prescribed manner as designated in a
unified section of the Annotated Code; repealing and
