PROVIDED BY THE COUNTY COMMISSIONERS OF ALLEGANY COUNTY
AND PAID OVER TO THE CRESAPTOWN CIVIC IMPROVEMENT
ASSOCIATION, A CORPORATION.
SECTION 3. AND BE IT FURTHER ENACTED, That before
[[this Act becomes effective it shall first be submitted
to a referendum of the legally qualified voters of the
Cresaptown Special Taxing Area or District at the general
election to be held in November of 1976. The Board of
County Commissioners and the Board of Supervisors of
Elections of Allegany County shall do those things
necessary and proper to provide for and hold the
referendum here required. There shall be printed on the
ballots or ballot labels to be used at this election the
title of this Act and underneath the title, on separate
lines, a square or box to the right of and opposite the
words: "For Taxing Authority" and a corresponding square
or box to the right of and opposite the words "Against
Taxing Authority" so that each voter of the county may
designate his or her decision for or against the
provisions of this Act. If a majority of the votes cast
in the election are "For Taxing Authority" the provisions
of this Act shall become effective on December 15, 1976,
but if a majority of the votes cast in the election are
"Against Taxing Authority" the provisions of this Act
shall be of no effect and null and void.]] any tax shall
be levied under the provisions of this Act or any
contracts shall be entered into on behalf of the said
"Cresaptown Civic Improvement Association, " a
corporation, the question of such levy shall first be
submitted to the legally qualified voters of the said
"Cresaptown Special Taxing Area or District," as set
forth and defined in Section 124B of Chapter 1 of the
Public Local Laws of Maryland at a special election to be
held on the third Monday in July, 1976 being July 19,
1976, and which said election shall be by ballot under
the direction of the said Association and shall be
between the hours of 8:00 A.M. and 6:00 P.M. on the day
so set. The said Association shall provide books for
registration of the qualified voters for the said Special
Taxing Area or District and shall appoint a registration
committee of three members to sit on the fourth Monday in
June, 1976, being June 28, 1976, from the hour of 9:00
A.M. until the hour of 9:00 P.M., for the purpose of
registering said voters. The said Association shall
cause to be printed ballots for said election__and shall
have printed on said ballots: "Special Election to
provide for Taxing Authority in Cresaptown;" and
underneath said words, on separate lines, a square or box
to the right of and opposite the words, "For Taxing
Authority," and a square or box to the right of and
opposite the words "Against Taxing Authority," so that
the voters shall be able to designate by a cross mark in
the proper square or box his or her decision for or
against said taxing authority. If a majority of the
votes cast in the said "Cresaptown Special Taxing Area or
District" shall be "For Taxing Authority," then shall
