(b)    The word "bridge" shall mean any bridge
constructed by the Commission under the provisions of
this subheading, and shall include and embrace a causeway
alone or in conjunction with a bridge as well as the
substructure and the superstructure thereof and the
approaches thereto, and such entrance plazas,
interchanges, overpasses, underpasses, connecting
highways (including elevated or depressed highways), toll
houses, administration, storage and other buildings, and
other structures as the Commission may determine to
construct in connection therewith, together with all
property, rights, easements and interests acquired by the
Commission for the construction or the operation of such
bridge.

(c)    The word "tunnel" shall mean any tunnel
constructed by the Commission under the provisions of
this subheading, and shall embrace the approaches
thereto, and such entrance plazas, interchanges,
overpasses, underpasses, connecting highways (including
elevated or depressed highways), toll houses,
administration, storage and other buildings, and other
structures as the Commission may determine to construct
in connection therewith, together with all property,
rights, easements and interests acquired by the
Commission for the construction or the operation of such
tunnel.

(d)      The word "motorway" shall mean any
superhighway, express highway or arterial highway
constructed by the Commission under the provisions of
this subheading, and shall embrace all bridges, tunnels,
overpasses, underpasses, interchanges, entrance plazas,
approaches, toll houses, service stations, and
administration, storage and other buildings, and other
structures which the Commission may deem necessary for
the operation of such motorway, together with all
property, rights, easements and interests acquired by the
Commission for the construction or the operation of such
motorway.

(e)    The word "project" shall mean any authorized
bridge, tunnel, crossing or motorway or any improvements
of any thereof constructed by the Commission under the
provisions of this subheading. The word "improvements"
shall mean any extension, enlargement or improvement of
any authorized project.

(f)  The word "cost" as applied to any project shall
embrace the cost of construction, the cost of the
acquisition of all land, right—of—way, property, rights,
easements and interests acquired by the Commission for
such construction, the cost of all machinery and
equipment, financing charges, interest prior to and
during construction and for one year after completion of
construction, cost of traffic estimates and of
engineering and legal expenses, plans, specifications,
surveys, estimates of cost and of revenues, other
expenses necessary or incident to determining the
feasibility or practicability of constructing any such
project, administrative expense, and such other expense
as may be necessary or incident to the construction of
