MILL INVOLVE A NEW SEGMENT CONNECTING IT TO THE CAPITAL
BELTWAY.]]

[[(A)]]            THE DEPARTMENT OF TRANSPORTATION WAY NOT

EXPEND ANY FURTHER FUNDS FOR THE___CONSTRUCTION OF I-95

THROUGH PRINCE GEORGE'S COUNTY THAT WILL INVOLVE A NEW OR

RECONSTRUCTED SEGMENT___CONNECTING IT TO ANY OTHER ROAD.

HIGHWAY, OR FREEWAY IN PRINCE GEORGE'S COUNTY.

[[ (B) THE DEPARTMENT OF TRANSPORTATION SHALL
TRANSFER THE SURPLUS FEDERAL INTERSTATE HIGHWAY FUNDS
REMAINING FROM THE DELETED I-95 PROJECT, TO MASS TRANSIT
PROJECTS IN, OR DIRECTLY SERVING, THE PRINCIPAL STUDY
AREA AS DEFINED BY THE WESTERN PRINCE GEORGE'S
TRANSPORTATION ALTERNATIVES STUDY.           "MASS TRANSIT

PROJECTS" INCLUDES, BUT IS NOT LIMITED TO, BUS, HEAVY AND
LIGHT RAPID RAIL, AND COMMUTER RAIL SERVICE.]]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.
