and they are hereby repealed and reenacted, with
amendments, to read as follows:

Article 33 - Election Code

2 3-1.

(a)     Whenever a proposed Constitution or
constitutional amendment [[for]] OR other question is to
be submitted for popular approval to the voters of the
State or local subdivisions [thereof], the State
Administrative Board of Election Laws shall certify the
same to the boards on or before the [fourth Monday in the
month of July. ] THIRD MONDAY IN THE MONTH OF
[[SEPTEMBER]] AUGUST. Thereupon the board shall
include the same in the publication provided for in § 8—5
of this article. If questions of local concern are to
be submitted for approval to the vote of the people of a
county or a municipality the same shall be certified to
the boards within [said] THAT period by the county
commissioners, county councils or treasurer of the City
of Baltimore, as the case may be, and shall be advertised
as [herein] provided FOR in the case of nominees for
county or city offices.

(b)    Questions arising under Article XIA of the
Constitution of Maryland (including demands or petitions
for the election of a charter board, amendments to any
charter previously adopted, and any proposed charter or
form of government) shall be filed with the board, mayor
of Baltimore City, or president of the board of county
commissioners, or the county council as the case may be,
on or before the [fourth Monday in the month of July]
THIRD MONDAY IN THE MONTH OF [[SEPTEMBER]] AUGUST in the
year in which there is to be a general election at which
any [such question] OF THESE QUESTIONS is to be voted
upon. The filing of any [such question] OF THESE
QUESTIONS with the officer of officers specified in
[said] Article XIA shall be construed also to be a filing
with the board for the purposes of this article.

[[In every petition (including an associated or
related set of petitions) under the provisions of Article
XVI of the State Constitution, THE SIGNATURES SHALL BE ON
SEPARATE PAPERS IN THE FORM PRESCRIBED BY THE STATE
ADMINISTRATIVE BOARD OF ELECTION LAWS, EACH BEARING FULL
IDENTIFICATION WITH THE PETITION FOR WHICH IT IS FILED,
EACH PAPER BEING NO MORE THAN 8 1/2 INCHES IN WIDTH AND
14 INCHES IN LENGTH, BEARING ONE OR MORE SIGNATURES, AND
HAVING ATTACHED TO IT THE AFFIDAVIT OF THE PERSON
PROCURING THE SIGNATURES AS REQUIRED BY ARTICLE XVI OF
THE STATE CONSTITUTION, [there] THERE shall be appended
to the signature of each signer his residence, the
[precinct and ward or precinct and election district]
NAME OF THE CITY OF BALTIMORE OR THE COUNTY [wherein] IN
WHICH he is registered as a voter, and immediately below
