Departments, of the Annotated Code of Maryland (1971
Replacement Volume and 1975 Supplement) be and they are
hereby repealed and reenacted, with amendments, to read
as follows:

Article 41 — Governor — Executive and Administrative

Departments

256F.

(c) (3) [A cumulative] AN index shall be

published at least once every three months. THE LAST

INDEX FOR EACH CALENDAR YEAR SHALL BE A CUMULATIVE INDEX
FOR THAT YEAR.

256H.

(a) Unless otherwise provided by the AELR
Committee or specified in the order adopting the
document, [any incorporation by reference of any portion
of any of the following publications shall omit the text
of the incorporated material in] the Code of Maryland
Regulations[, permanent supplements, or] AND the Register
MAY NOT CONTAIN A REPRINT OF, BUT MAY INCORPORATE BY
REFERENCE, ANY TEXT FROM THE FOLLOWING PUBLICATIONS:

(1)    Annotated Code of Maryland[,];

(2)    United States Statutes at Large[,];

(3)    United States Code[,];

(4)    Session laws[ , ];

(5)    Code of federal regulations[ , ];

(6)    Federal register[, or]; AND

(7)    Any other generally available
publication specified by the administrator.

256-1.

(a)    Except as provided by Article 40, §40A, at
least [45 days prior to] [[30]] 45 DAYS SHALL ELAPSE FROM
THE DATE OF FIRST PUBLICATION IN THE REGISTER BEFORE the
adoption, AMENDMENT, or repeal of any rule or regulation
by any agency [,three], THREE certified copies of the
rule or regulation shall be filed with the administrator.
The administrator immediately shall forward to the AELR
Committee one certified copy and PREPARE another copy
[shall be transmitted] FOR PUBLICATION AND TRANSMIT IT to
the printer [for publication].

(b)    Two certified copies of any   emergency rule or
regulation shall be filed BY THE AELR   COMMITTEE with the
administrator as soon as [it] THE      RULE is approved
pursuant to Article 40, §40A.        The Administrator
