SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 249(c) and 256B(h) be and
they are hereby added to Article 41 — Governor —
Executive and Administrative Departments, of the
Annotated Code of Maryland (1971 Replacement Volume and
1975 Supplement) to read as follows:

(C) THE PROVISIONS OF A RULE ARE SEVERABLE UNLESS
THE RULE EXPRESSLY STATES THAT ITS PROVISIONS ARE NOT
SEVERABLE. THE FINDING BY A COURT THAT A PROVISION OF A
RULE IS VOID OR UNENFORCEABLE DOES NOT AFFECT THE
VALIDITY OF ANY OTHER PROVISIONS OF THE RULE UNLESS THE
COURT FINDS THAT THE REMAINING VALID PROVISIONS ALONE
ARE INCOMPLETE AND INCAPABLE OF BEING EXECUTED IN
ACCORDANCE WITH THE REGULATORY INTENT.

(H)         "CODE OF MARYLAND REGULATIONS" INCLUDES THE

PERMANENT SUPPLEMENTS OF THE CODE PUBLISHED UNDER §256G
OF THIS SUBTITLE.

SECTION 2. AND BE IT FURTHER ENACTED, That Sections
256F(c)(3), 256H(a), 256-I (a) and (b), 256J, and 256M of
Article 41 — Governor — Executive and Administrative
