controversies and disputes involving the rules and
regulations of the county board of education and the
proper administration of the public school system, and
this decision shall be subject to appeal to the county
board. Further appeal may be had to the State Board [of
Education] if taken in writing within thirty days
following the final decision of the county board.
61.
The county superintendent of schools shall approve,
in writing, all contracts of whatever kind entered into
by the county board of education, and no contract entered
into by the county board of education shall be valid
without the written approval of the county superintendent
of schools. THIS SECTION DOES NOT APPLY WITH RESPECT TO
BALTIMORE CITY.
65.
The county superintendent of schools shall in
accordance with the APPLICABLE rules and regulations of
the State Board [of Education] cause an evaluation to be
made periodically of the program of instruction in the
public schools of the county and shall report his
findings and recommendations to the county board of
education.
68.
(a) The county superintendent of schools, acting
under the rules and regulations of the county board of
education, [shall be] IS responsible for the
administration of the office of the county superintendent
of schools. He shall nominate, for appointment by the
county board of education, all the professional
assistants of the office and may recommend their removal
for immorality, misconduct in office, incompetency,
insubordination, or wilful neglect of duty, and he shall
see that all regular appointees of the county board of
education devote their entire time to their duties. The
county superintendent of schools shall appoint clerical
and other nonprofessional personnel. [But] HOWEVER, the
qualification of all appointees[,] AND their tenure and
compensation, [except as may hereinafter be provided]
SUBJECT TO THE PROVISIONS OF THIS ARTICLE, shall be
determined by the county board of education. IN
BALTIMORE CITY, THE APPOINTMENT, TENURE, AND COMPENSATION
OF CLERICAL AND OTHER NONPROFESSIONAL PERSONNEL SHALL BE
DETERMINED IN ACCORDANCE WITH THE BALTIMORE CITY CHARTER.
72.
The county superintendent of schools and [such] THE
other employees of the county board of education who have
occasion to handle funds of the school system shall give
bond to the State of Maryland in such penal sum as the
board shall determine. [Said] THE bond shall have the
