(C)    THE MEMBERS SHALL NOT RECEIVE COMPENSATION FOR
THEIR DUTIES, [[BUT SHALL RECEIVE REIMBURSEMENT FOR THE
NECESSARY AND REASONABLE EXPENSES INCURRED IN THE
PERFORMANCE OF THEIR DUTIES, AS PROVIDED IN THE STATE
BUDGET]] BUT THEIR TRAVELING AND OTHER NECESSARY EXPENSES
INCURRED IN ATTENDING THE MEETINGS AND TRANSACTING THE
BUSINESS OF THE BOARD SHALL BE PAID IN ACCORDANCE WITH
THE STANDARD TRAVEL REGULATIONS.

(D)    THE GOVERNOR SHALL DESIGNATE ONE OF THE
MEMBERS AS TEMPORARY CHAIRMAN. UPON ITS ORGANIZATION,
AND ANNUALLY THEREAFTER, THE BOARD SHALL ELECT ITS
CHAIRMAN AND OTHER OFFICERS.

(E)    [[THERE IS A SEGMENTAL ADVISORY COMMITTEE TO
THE BOARD, CONSISTING OF [[EIGHT]] NINE MEMBERS. ONE
EACH SHALL BE APPOINTED BY THE GOVERNOR FROM NOMINEES
SUBMITTED BY THE GOVERNING BOARDS OF (1) THE UNIVERSITY
OF MARYLAND; AND (2) MORGAN STATE UNIVERSITY. TWO EACH
SHALL BE APPOINTED BY THE GOVERNOR FROM [[AMONG THE
PRESIDENTS OR GOVERNING BOARDS OF (1) THE STATE
UNIVERSITIES, (2) THE STATE COLLEGES, AND (3) THE
COMMUNITY COLLEGES, AND ONE EACH REPRESENTING A PRIVATE
COLLEGE OR UNIVERSITY, AND A POSTSECONDARY
VOCATIONAL-TECHNICAL INSTITUTION.]] NOMINEES SUBMITTED BY
THE GOVERNING BOARDS OF (1) THE STATE COLLEGES, (2) THE
COMMUNITY COLLEGES, AND (3) THE PRIVATE COLLEGES AND
UNIVERSITIES. ONE SHALL BE APPOINTED BY THE GOVERNOR
FROM NOMINEES SUBMITTED BY THE GOVERNING BOARDS OF THE
POSTSECONDARY VOCATIONAL-TECHNICAL INSTITUTIONS IN THE
STATE.]] THERE IS A SEGMENTAL ADVISORY COMMITTEE TO THE

NOMINEES SUBMITTED BY THE BOARD OF REGENTS OF MORGAN
STATE UNIVERSITY;

(3) TWO SHALL BE APPOINTED FROM AMONG
NOMINEES SUBMITTED BY THE BOARD OF TRUSTEES OF THE STATE
COLLEGES;

(4) TWO SHALL BE APPOINTED FROM AMONG

NOMINEES SUBMITTED BY THE STATE BOARD FOR COMMUNITY

COLLEGES, AT LEAST ONE OF WHOM SHALL BE THE PRESIDENT OR
MEMBER OF THE BOARD OF TRUSTEES OF A COMMUNITY COLLEGE;

(5) TWO SHALL BE APPOINTED FROM AMONG THE
ADMINISTRATIVE OFFICIALS OR MEMBERS OF THE GOVERNING
BOARDS OF THE PRIVATE COLLEGES AND UNIVERSITIES LOCATED
IN THE STATE; AND

(6) ONE SHALL BE APPOINTED FROM AMONG THE
ADMINISTRATIVE OFFICIALS OR MEMBERS OF THE GOVERNING
