SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

Higher Education

FOR the purpose of generally revising the structure and
governance of postsecondary education in the State;
creating a State Board for Higher Education and
providing for its composition, functions, and
duties; creating certain advisory committees;
placing a student member on the governing board of
Morgan State University; abolishing the Maryland
Council for Higher Education; transferring certain
staff; creating an Education Coordinating Committee,
and providing for its composition, function and
duties; changing the composition and terms of the
Board of Trustees of the State Colleges and the
State Board for Community Colleges; making style
changes; conforming certain provisions relating to
the governance of institutions and agencies of
higher education; and relating generally to public
and private postsecondary education.
