adopt and from time to time, amend regulations which
(viii) Require the Department, prior to its
decision, to submit the county plan or amendment or
revision [thereof] OF IT to :(A) the Department of
Natural Resources which shall advise the Department of
matters pertaining to water allocation, adequacy of
industrial waste treatment and the effect of proposed
withdrawals and waste discharges on waters of the
State[[. Also require the Department, prior to its
decision, to submit the county plan to]]; (B) the
Department of State Planning for comments including those
concerning consistency with the local master
plan[. ][[,]]; AND (C) THE DEPARTMENT OF AGRICULTURE FOR
COMMENT ON THE IMPACT OF WATER AND SEWERAGE SERVICE AND
SOLID WASTE FACILITIES ON PRODUCTIVE OR POTENTIALLY
PRODUCTIVE AGRICULTURAL LAND.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

(House Bill 1407)
AN ACT concerning
The Regional Rail Reorganization Act of 1973
FOR the purpose of authorizing certain counties to enter
into certain agreements with the State of Maryland
regarding matching funds pursuant to the Regional
Rail Reorganization Act of 1973; and making it an
emergency bill.
SECTION 1, BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Caroline, Carroll, Frederick, Kent, Cecil,
Worcester, Wicomico, Dorchester, Talbot, and Queen
Anne's Counties may enter into agreements with the State
of Maryland or any of its agencies to provide matching
funds pursuant to the Federal Regional Rail
Reorganization Act of 1973, as amended, said funds to be
applied to the reconstruction, repair and maintenance of
railroad facilities and to the operating costs of
railroad service within the counties.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
