shall be continued in effect for a period of two years,
at the end of which time they shall terminate unless
renewed as prescribed above. The Superintendent of the
State Police may prescribe a date by which applications
for renewal must be submitted to him.

SECTION 3. AND BE IT FURTHER ENACTED, That Section
5(f) of Article 62B — Maryland Port Administration, of
the Annotated Code of Maryland (1972 Replacement Volume
and 1975 Supplement) be and it is hereby repealed and
reenacted, with amendments, to read as follows:

Article 62B - Maryland Port Administration

5.

(f) To acquire, construct, reconstruct,
rehabilitate, improve, maintain, lease as lessor or as
lessee, repair and operate port facilities within its
territorial jurisdiction, including the dredging of ship
channels and turning basins and the filling and grading
of land therefor, and to establish reasonable rules and
regulations for the use of any project which are not
inconsistent with the provisions of this article or any
other applicable law of the State of Maryland, including
rules and regulations it deems necessary to govern the
parking and operation of motor vehicles in and on its
port facilities. The rules and regulations shall be
reasonably necessary for the safety of persons and
property, or for the efficient operation of port
facilities, and shall include procedures for the
voluntary payment of fines in uncontested parking cases
directly to the Administration. Any person violating the
motor vehicle rules and regulations is guilty of a
misdemeanor and upon conviction thereof shall be fined
not more than $500. Violations of the parking
regulations are not misdemeanors, and the maximum penalty
for a parking violation is $50. [The] MEMBERS OF THE
MARYLAND Port Administration [security police] POLICE
FORCE may issue citations for violations of motor vehicle
regulations.

SECTION 4. AND BE IT FURTHER ENACTED, That new
Section 5B be and it is hereby added to Article 62B —
Maryland Port Administration, of the Annotated Code of
Maryland (1972 Replacement Volume and 1975 Supplement) to
read as follows:

5B.

(A) A MARYLAND PORT ADMINISTRATION POLICE OFFICER
HAS ALL THE POWER CONFERRED ON A POLICE OFFICER OF THIS
STATE. HOWEVER, HE MAY EXERCISE THESE POWERS ONLY ON
PROPERTY OWNED, LEASED, OPERATED BY, OR UNDER THE CONTROL
OF THE MARYLAND PORT ADMINISTRATION, AND HE MAY NOT
EXERCISE ANY OF THESE POWERS ON ANY OTHER PROPERTY
