shall contain not less than three names for each
appointment to be made. Vacancies shall be filled by the
Governor, upon the recommendation of the Secretary of
Health and Mental Hygiene, for the unexpired term in the
manner provided herein. A quorum of the Board for the
transaction of business shall be three members. Members
of the Board shall be entitled to receive such
compensation as it may determine from time to time, not
to exceed $25 per day for each day they are engaged in
transacting the business of the Board. The members shall
receive also their necessary traveling expenses in
accordance with the standard travel regulations. The
Board shall elect annually one of its members as
chairman, and shall also elect annually a secretary, who
need not be a member of the Board. All moneys collected
under this subtitle shall be paid over to the State
Treasurer, and shall become general funds of the State.
Such moneys shall thereafter be disbursed by the
Comptroller only pursuant to an appropriation made in
accordance with §§ 32 and 52 of Article 3 of the
Constitution or pursuant to the provisions of §§ 1
through 15, inclusive, of Article 15A of this Code, title
"Budget and [Procurement] FISCAL PLANNING," as amended
from time to time. The Board shall have the authority to
obtain information which it may require in the field of
physical therapy and, for that purpose, may secure the
advice of experts and consultants to be paid out of the
funds of the Board.

Fees charged by the Board shall reflect the
magnitude of the Board's work in connection with
processing applications, administering examinations (both
oral and written) , issuing initial and renewal
certificates, executing transfer document to another
state, and other clerical work necessary in carrying out
the provisions of this subtitle. All moneys collected
under this subtitle shall be paid over to the State
Treasurer, and shall become general funds of the State.
These moneys shall thereafter be disbursed by the
Comptroller only pursuant to an appropriation made in
accordance with §§ 32 and 52 of Article 3 of the
Constitution or pursuant to the provisions of §§ 1
through 15, inclusive, of Article 15A of this Code, title
"Budget and [Procurement] FISCAL PLANNING," as amended
from time to time.

(b) The Commission on Kidney Disease, hereinafter
referred to as the Commission, shall be composed of
twelve members. The members shall be appointed by the
Governor, six at his discretion and six from nominations
as provided below. Each member shall serve a term of
four years and until his successor is appointed and
qualified, except that in the initial appointments three
members shall serve for one year, three for two years,
