subtitle may be suspended, revoked, denied, or renewal
denied without a hearing, if requested by the
[certificate] holder or applicant, on due notice. Any
action of the boards taken pursuant to or under color of
this subtitle shall be reviewable as provided in the
Administrative Procedure Act, in Article 41 of this Code.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

AN ACT concerning

Kent County — Urban Renewal in Rock Hall

FOR the purpose of authorizing the municipal corporation
of Rock Hall in Kent County to undertake by
appropriate legislative action an urban renewal and
redevelopment program; defining certain terms;
specifying certain powers of Rock Hall with regard
to urban renewal projects; establishing an urban
renewal agency; providing for the preparation and
approval of a plan for an urban renewal project;
providing for the disposal of property in an urban
renewal area; granting certain powers of eminent
domain; encouraging certain private enterprise;
providing for general obligation and revenue bonds;
and establishing a short title.

Preamble

WHEREAS, It is hereby found and declared that there
exist in Rock Hall, Maryland areas or conditions which
require redevelopment, renewal, or rehabilitation with
the aid and assistance of Federal and other Government
Funds; that the existence of those areas contributes to
the spread of crime and disease, constitutes an economic
and moral liability, decreases the tax base, reduces tax
