Each bond shall remain continuously in the amounts
specified above.

(B)    The surety bond shall be for the use and
benefit of the Administration, a dealer, and the public
who may suffer or sustain any loss by reason of the
breach of any manufacturer's express or implied warranty
in the sale of a Class A motor vehicle by a dealer. The
Administration shall establish reasonable rules and
regulations applicable to filing and maintaining the
surety bond. Every manufacturer shall file only one
[(1)] bond regardless of the number of makes of motor
vehicles manufactured. In addition, every manufacturer
shall be jointly and severally liable with the dealer to
the purchaser of a Class A motor vehicle, as defined
herein, for the breach of any manufacturer's express or
implied warranty in the sale of the Class A motor
vehicle.

(C)    For the purposes of [§§ 3-113.1 and 3-113.3
the term] §§ 3-113.1, 3-113.1A, AND 3-113.3 OF THIS
SUBTITLE, "manufacturer" [shall mean: (1) a person
engaged in a business of constructing or assembling
vehicles of a type required to be registered under this
article; or (2) ] INCLUDES: (1) a person importing the
vehicles for resale; or [(3)] (2) a person who
distributes the vehicles of the manufacturer or importer.

SECTION 2. AND BE IT FURTHER ENACTED, That new
Section 3—113.1A be and it is hereby added to Article 66
1/2 — Vehicle Laws, of the Annotated Code of Maryland
(1970 Replacement Volume and 1975 Supplement) to read as
follows:

Article 66 1/2 - Vehicle Laws

3-113.1A.

(A) (1) IN THIS SUBTITLE THE FOLLOWING WORDS
HAVE THE MEANINGS INDICATED.

(2) "COMPLETED VEHICLE" MEANS A TWO-STAGE
VEHICLE THAT DOES NOT REQUIRE ANY ADDITIONAL
MANUFACTURING OPERATION TO PERFORM ITS INTENDED FUNCTION
EXCEPT ADDITION OF READILY ATTACHABLE COMPONENTS OR MINOR
FINISHING OPERATIONS.

(3) "FIRST-STAGE MANUFACTURER" MEANS A
PERSON WHO MANUFACTURES AN INCOMPLETE VEHICLE.

(4) "INCOMPLETE VEHICLE" MEANS AN ASSEMBLAGE
THAT CONSISTS OF AT LEAST A FRAME AND CHASSIS STRUCTURE,
POWER TRAIN, STEEPING SYSTEM, AND BRAKING SYSTEM, TO THE
EXTENT THAT THOSE SYSTEMS ARE TO BE A PART OF THE
COMPLETED VEHICLE AND THAT REQUIRES ADDITIONAL
MANUFACTURING OPERATIONS, EXCEPT ADDITION OF READILY
ATTACHABLE COMPONENTS OR MINOR FINISHING OPERATIONS, TO
BECOME A COMPLETED VEHICLE.
