SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 129(a) and 130C(b) of Article 56
— Licenses, of the Annotated Code of Maryland (1972
Replacement Volume and 1975 Supplement) be and they are
hereby repealed and reenacted, with amendments, to read
as follows:

Article 56 — Licenses

129.

(a)    [No person shall] A PERSON MAY NOT engage in
the business of operating or maintaining any horse riding
stable unless [such person shall have] THE PERSON HAS
received a license and a certificate therefor issued by
the State Board of Inspection of Horse Riding Stables. A
HOLDER OF A LIVESTOCK DEALER'S OR LIVESTOCK MARKET
LICENSE ISSUED BY THE DEPARTMENT OF AGRICULTURE IS NOT
REQUIRED TO HAVE A LICENSE UNDER THIS SUBTITLE, BUT SHALL
COMPLY WITH ALL OF THE OTHER PROVISIONS OF IT.

130C.

(b)    Any license issued under this subtitle may be
suspended or revoked by the Board, after a hearing, for
any one or more of the following actions by the licensee:
(1) failure to provide suitable food, water and shelter
for the horses under control; (2) maintenance of an
unsanitary or unfit stable; (3) failure to provide
suitable saddles, bridles, harnesses and other tack or
equipment; (4) allowing unfit horses to be used for
riding or driving purposes; (5) refusal to allow a member
of the Board to enter and inspect the licensed premises
or obstruction of any member of the Board in the
performance of his duties; (6) commission of any act of
cruelty or torture, as such terms are defined in Article
27, § 62 of the Code, or allowing the commission of any
such act of cruelty or torture by any other person with
relation to any horse under his control; (7) IF ENGAGED
IN THE PUBLIC SALE OF HORSES, FAILURE TO COMPLY WITH ANY
OF THE PROVISIONS OF SUBTITLE 3 OF TITLE 3 OF THE
