On the motion of Delegate Rummage of Prince George's
County, seconded by Delegate Krysiak of Baltimore City,
the name of Delegate Ann Hull of Prince George's County
was placed in nomination for Speaker pro tern.
Nominations were closed by motion; said motion prevailed.

Delegate Ann Hull was elected unanimously by roll
call vote.

The Speaker pro tent was sworn in by James P. Mause,
Chief Clerk, under House Rule No. 86.

The Chair called for nominations for Speaker of the
House of Delegates for the Special Session of 1975.

On the motion of Delegate Becker of Montgomery
County, seconded by Delegate Einschutz of Baltimore
County, Delegate John Briscoe of St. Mary's County was
nominated for Speaker of the House.

Nominations were closed and roll call taken for
election of Speaker.

The Speaker—elect of the House was escorted to the
rostrum by Delegates Arnick and Linton. The Speaker pro
tern administered the oath of office to the Speaker,
Delegate John Briscoe of St. Mary's County.

The Speaker addressed the House.

MESSAGE TO THE SENATE

By the Majority Leader:

Ladies and Gentlemen of the Senate:

The House of Delegates, pursuant to the Governor's
proclamation, has met in Special Session and having
organized by the election of the Honorable John Hanson
Briscoe, Speaker and, under the Rules of the House, Mr.
James P. Mause, Chief Clerk, is now ready to proceed with
the business of the session.

He respectfully propose, with your concurrence, the
appointment of a joint committee of five members, three
on the part of the House and two on the part of the
Senate, to wait upon the Governor and inform him that the
General Assembly is now organized and prepared to receive
any communications he may desire to make.

We have appointed on the part of the House of
