to ten (10) hours in the aggregate for consideration of
all questions, amendments or motions on both Second and
Third Reading for each such bill. The President shall
allocate the ten—hour aggregate time for each such bill
among those Senators desiring to speak thereon, provided
that not more than five (5) hours shall be allocated for
the proponents and not more than five (5) hours shall be
allocated for the opponents of each such bill.
