Preamble

WHEREAS, House Bill 1170, as enacted by the regular
session of the 1975 General Assembly provides aid to the
counties, Baltimore City, and the municipalities for
police protection and funded the program by increases in
the State tax on cigarettes, the collateral inheritance
tax, and an adjustment to corporate income for income tax
purposes; and

WHEREAS, The Governor has announced his intention to
veto House Bill 1170, because of the manner by which the
program is funded; and

WHEREAS, The General Assembly believes that
immediate assistance to local government is necessary in
order to reduce crime and insure quality police
protection to Maryland residents; and

WHEREAS, Many local governments have begun fiscal
planning and their fiscal 1976 budget preparation is
contingent upon receiving certain revenues which are
included in the program of State aid for police
protection.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 37 (b) and (c) of Article 15A -
Budget and Fiscal Planning, of the Annotated Code of
Maryland (1968 Replacement Volume and 1974 Supplement) be
and they are hereby repealed and re—enacted, with
amendments, to read as follows:
