4               You are as soon as may be convenient to Joyn w.th M.r
       Henry Lowe Jun.r in drawing up a true estate of one Matthias Van Bibber
       his claim to S.t Augustius Mann.r and you are to receive from him
       the s.d Van bibber M.r James Heath or any body else w.th Light they are
       willing to give you and transmit the same over to us w.th your Opinion
       thereon for our informacon before any thing decisive be done provided
       by this instruccon no interruption be given to the Legall Proceeding
       of any of our Courts of Justice w.ch we would by no means obstruct and
       you are to desire y.r assistance of the Governour herein

5     Whereas by an act of assembly held at Annapolis y.e 28.th day
       of May last for regulateing of Ordinaries &c.a among other things it is
       enacted that every Person Lycenced to keep an Ordinary or house
       of Entertainm.t at y.e time of his or their takeing such Lycences
       shall entered in to Recognances to his L.dp y.e Lord proprietarie for the
       yearly paym.t of one thousand pounds of Tob.o to his Ldp for ever Lycence
       to keep our Ordinary in the City of Annapolis and five hundred pounds of
       Tob.o at any other place And whereas heretofore the fines arising by
       such Lycences have been applyed to the use of the secretary of our s.d
       Province And we haveing by an instruccon to our Leiutenant Governour
       declared y.t we had Authorized you to receive the fines arising thereby
       and being still desirous to reward your Labour and Zeal for our
       service we do hereby authorise and impower you Either by
       your selfe or your Deputy to take & receive to your owne use &
       Benefitt the fines arising by Vertue of the af.d act
