                            G.r Robert Cotton Knight & Thomas Frank and Esq.r their Maj.ties post Masters Generall in the Kingdom
                            of England Scotland & Ireland and in all their Maj.ties other Dominion Territorys & Isles thereunto
                            belonging in Europe Affrica and America
       To all to whome these p.rsents shall Come greeting Whereas their Majtyes by their letters pattens under the great
       Seale of England bearing Date at Westmister the seaventeenth day of February in the ^4.th^ yeare of our Lord His
       Reigne Have given and Granted unto Thomas Neale Esq.r his Executors Administrators and assignes full power
       Authority to erect setle and establish and from time to time dureing the terme therein Menconed to continue and
       enjoy within every or any of the Cheife ports of the Severall Islands Plantacons & Collonys belonging or to belong
       unto their Maj.tyes their heires or Successo.rs in America an officer or officers for the receiveing and dispatching
       of Letters and pacquetts with full Power and authority and free liberty leave and Lycence to and for him the said
       Thomas Neale his Ex.rs Adm.rs and Assignes and to and for such pson and psons as he or the they shall from time
       to time nominate to receive at the respective officers aforesaid of and from any Masters of ships passengers or
       others any Letters or pacquitts whatsoever which should be brought into the said Collonyes or Islands or any of
       them from England or any other parts whatsoever or which should be sent from any p.ts or places of such
       respective Collonys or Island to any other parts or places of the ^same and to dispatch send away carry and deliver the same to the^ respective p.rsons and places to whom or to
       which they should be directed or sent within the said Collonys & Islands or any of them and to take and
       receive to the onely use and behoofe of him the said Thomas Neale his Ex.rs Admin.rs and assignes to
       the postage or convayance of all such letters or paqutts as shall be soe dispatched sent away Carryed and
       Delivered all such rates and sumes of Money as shalbe pporconable to the reates for the post or carry
       of Letters sett downe and ascertained in and by any act of Parlament made in the 12.th yeare of the reign
       of his late Majtyes King Charles the second intituled an act for erecting and esteblishing a Post office
       or such other reates or sumes of Mony as the planters and others will freely agree to give for their Letters
       and pacqutts upon the first setlement of such office or offices and alsoe full power and authority and
       free liberty leave and Lycence at the office or offices soe to be setled as aforesaid to Collect and receive
       such Letters or paqutts as the planter or any other will give send or bring to the same and dispatch
       of them away for England as shall be directed thither by the first shipp that from time to time
       found for any Port or Towne of England to bee there delivered to the Deputy or Deputys of their Master
       Postmaster or postmasters Genarall for the time being by him or them appointed or to be appointed for his
