Assistance Compliance Ad-
ministration, are to be used
only for the purposes herein
appropriated and there shall
be no budgetary transfers of
funds appropriated herein by
budget amendment or otherwise
from these programs to any
other programs or purposes
without the approval of the
Board of Public Works and
the Joint Budget and Audit
Committee. Any budgetary
transfers from the Medical
Care Programs Administration
to any other program or budget unit
must receive prior approval
of the General Assembly in
accordance with Article 41,
Section 245(c) of the Laws
of Maryland.

Payments hereunder are au-
thorized as budgeted not to
exceed $23.90 per day per
patient, for nursing home
care provided those homes
qualify as skilled nursing
homes under the regulations
promulgated by the U.S. De-
partment of Health, Educa-
tion and Welfare under Title
XIX of the United States
Social Security Act. The
$23.90 maximum may only be
exceeded with the prior
approval of the General
Assembly in accordance
with Article 41, Section
