transactions, including matters relating to
permitted service and other charges, required
disclosures, computations, and other duties,
prohibited charges, transactions, and other
activities, and the regulation and licensing of
certain persons engaged in these transactions;
relating and pertaining to consumer protection,
including natters relating to minimum standards for
the protection of consumers in the State, the
prohibition and regulation of certain trade and
related practices, including unfair ana deceptive
trade practices, unit pricing of various
commodities, consumer debt collections, door—to—door
sales, consumer products guarantees, and
transactions involving gold and silver, secondhand
and other used merchandise, kosher products, fine
prints, automotive repair facilities, assignments of
certain contracts, and other consumer activities;
relating and pertaining to debt collection,
including matters relating to insolvents,
preferences and priorities in insolvency,
assignments for the benefit of creditors, fraudulent
conveyances, assignments of wages and debts,
assignments of claims to nonresidents, and
attachment of wages; relating and pertaining to
various liens on personal property, including
matters relating to liens on aircraft, boats, motor
vehicles, and livestock, liens of hospitals, hotels
and boardinghouses, and artisans, and rights of
certain veterinarians; relating and pertaining to
the disposition of presumed abandoned and unclaimed
property; relating and pertaining to prohibited
transactions and activities involving bills of
lading and warehouse receipts; generally providing
and establishing with respect to certain of these
and related matters, definitions, exemptions and
defenses, procedures, rights and remedies, civil and
criminal penalties, and for the supervisory and
regulatory authority of certain governmental
agencies and units; generally relating to matters
pertaining to commercial, trade, business, consumer,
and related transactions in this State; repealing
inconsistent and obsolete laws relating to these
matters; and providing for the effect, construction,
and effective date of the provisions of this Act.
