any other alcoholic beverages containing more than
[fourteen per centum] 14 PERCENT of alcohol by volume, in
sealed packages or containers, [which] THESE packages or
containers [shall] MAY not be opened nor their contents
consumed upon the premises where sold. [Provided, that
in Harford County they may sell any such alcoholic
beverages containing more than ten per centum of alcohol
by volume;] HOWEVER, in Montgomery County they may sell
any alcoholic beverages; and in HARFORD, Kent and
Somerset counties they may sell any alcoholic beverages
except beer.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

1974 Supplement) be and it is hereby repealed and
re—enacted, with amendments, to read as follows:
