AUTOMOBILE INSURANCE FUND. AFTER THE EXPIRATION OF THE
SIX MONTH PERIOD, A DEPOSITOR MAY PRESENT A CLAIM TO THE
MARYLAND AUTOMOBILE INSURANCE FUND. THE EXECUTIVE
DIRECTOR, ON THE ADVICE OF THE ATTORNEY GENERAL, IF
SATISFIED BY A REASONABLE PREPONDERANCE OF THE EVIDENCE
THAT THE PERSON IS LEGALLY ENTITLED TO THE FUNDS, MAY
MAKE PAYMENT WITHOUT INTEREST.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall apply to all final judgments entered since January
1, 1973, it being the intent of the General Assembly to
restore the aforementioned judgment provisions to the
Financial Responsibility laws and retain its continuity
as it existed prior to the enactment of Chapter 73, Acts
of 1972.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.
