Annotated Code of Maryland
(1969 Replacement Volume and 1974 Supplement)
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 71(b-1) of Article 41 - Governor -
Executive and Administrative Departments, of the
Annotated Code of Maryland (1971 Replacement Volume and
1974 Supplement) be and it is hereby repealed and
re—enacted, with amendments, to read as follows:

(b-1) The Secretary of Budget and Fiscal
Planning shall report to the General Assembly, through
the appropriate committees, the total number, type,
salaries, AND wages ((and other operating costs]] of
additional personnel positions authorized between regular
sessions of the General Assembly by the Board of Public
Works, This report shall include justification for
[such] THE authorizations and shall be made [not later
than ten (10) days after the opening day of each
legislative session) ON THE FIRST DAY OF THE NEXT
FOLLOWING REGULAR SESSION of the General Assembly.
SECTION 2. AND BE IT FURTHER ENACTED, That Section
16B of Article 78A — Public Works, of the Annotated Code
of Maryland (1969 Replacement Volume and 1974 Supplement)
be and it is hereby repealed and re—enacted, with
amendments, to read as follows:

(a) No board, bureau, department, commission, or
other agency of the executive branch of the State
government [shall] MAY create any permanent job or
position of employment in addition to or in excess of
those specifically provided for in the budget or its
supporting documents, unless (such] THE permanent job or
position is approved by the Board of Public Works and the
funds therefor provided from the General Emergency Fund
or from other special or federal funds which are
available by budget amendment for the support of the
agency's budget.
