as expressly provided to the contrary in this Act, any
transaction affected by or flowing from any statute here
amended, repealed, or transferred, and validly entered
into before the effective date and every right, duty, or
interest flowing from it regains valid after the
effective date and may be terminated, completed,
consummated, or enforced as required or permitted by any
statute amended, repealed, or transferred by this Act as
though the repeal, amendment, or transfer had not
occurred.
SECTION [[11]] 14. AND BE IT FURTHER ENACTED, That
this Act shall take effect on July 1, 1975.

AN ACT concerning
Newly Created State Personnel Positions
FOR the purpose of providing that certain information
relating to certain newly created State personnel
positions must be reported by the Secretary of
Budget and Fiscal Planning to the General Assembly;
changing the date on which the Secretary of Budget
and Fiscal Planning must report certain information
to the General Assembly; and removing from the Board
of Public Works the responsibility of submitting
certain information relating to certain newly
created State personnel positions to the General
Assembly.
