sentences, clauses, sections or parts of the Act or their
application to other persons or circumstances. It is
hereby declared to be the legislative intent that this
Act would have been adopted if such illegal, invalid or
unconstitutional provision, sentence, clause, section or
part had not been included therein, and if the person or
circumstances to which the Act or any part thereof is
inapplicable had been specifically exempted therefrom.

TALBOT COUNTY
Bill No. 1
AN ACT, to create the office of Special Deputy
Sheriff and to delineate the duties of said office and to
direct the appointment of said Special Deputies by the
Sheriff of Talbot County.
SECTION 1. "Be it enacted by the County Council of
Talbot County, Maryland," That the office of Special
Deputy Sheriff for Talbot County is hereby created,
subject to the following duties and limitations:
(a) All candidates for special deputy sheriff
shall be so designated, in writing, to the County Council
by the local legislative body of each incorporated town
in Talbot County.
(b) To qualify for recommendation the candidate
must be an employee of the local incorporated town's law
enforcement agency and must have met all the
qualifications of the Maryland' "Police Training Commission
or have been waived from said training by virtue of
previous employment.
(c) The County Council shall pass upon all
qualified candidates whose names are submitted and once
Council approval is granted the Sheriff for Talbot County
shall deputize said designees as special deputy sheriffs
for Talbot County.
(d) The authority of special deputy sheriffs shall
extend to the investigation of crimes which originated in
their particular township, and, when specifically
requested, to assist either the Maryland State Police or
the Sheriff for Talbot County in a particular matter.
