THE EFFECTIVE DATE OF THIS CHAPTER.

(3) ANY PURCHASER WHO SIGHS A CONTRACT
BETWEEN THE DATE THIS CHAPTER BECOMES LAW AND THE
EFFECTIVE DATE HEREOF SHALL BE PROVIDED WITH A PROPERTY
REPORT ON THE EFFECTIVE DATE OF THIS ACT. ANY SUCH
PURCHASER WHO HAS NOT CLOSED THE SALE PRIOR TO THE
EFFECTIVE DATE OF THIS CHAPTER SHALL HAVE FIFTEEN (15)
DAYS AFTER RECEIPT OF THE PROPERTY REPORT IN WHICH TO
RESCIND THE CONTRACT OF SALE, IN WRITING, WITHOUT ANY
LIABILITY ON HIS PART, AND SHALL BE ENTITLED TO THE
RETURN OF ANY DEPOSIT MADE ON ACCOUNT OF THE CONTRACT.

Section 2. Severability.

The provisions of this Act are severable and if any
provision, clause, sentence, section, word or part
thereof is held illegal, invalid or unconstitutional, or
inapplicable to any person or circumstances, such
illegality, invalidity or unconstitutionality, or
inapplicability shall not affect or impair any of the
remaining provisions, clauses, sentences, sections,
words, or parts of the Act or their application to other
persons or circumstances. It is hereby declared to be
the legislative intent that this Act would have been
adopted if such illegal, invalid, or unconstitutional
provision, clause, sentence, section, word or part had
not been included therein, and if the person or
circumstances to which the Act or part thereof is
inapplicable had been specifically exempted therefrom.

Section 3. Effective date.

This Act shall take effect on the 76th day following
the date on which it becomes law.
