The provisions of the Act are severable and if any
provision, sentence, clause, section, word or part
thereof is held illegal, invalid or unconstitutional or
inapplicable to any person or circumstances, such
illegality, invalidity or unconstitutionality, or
inapplicability, shall not affect or impair any of the
remaining provisions, sentences, clauses, sections, words
or parts of the Act or their application to other persons
or circumstances. It is hereby declared to be the
legislative intent that this Act would have been adopted
if such illegal, invalid or unconstitutional provision,
sentence, clause, section, word or part had not been
included therein, and if the person or circumstances to
which the Act or any part thereof is inapplicable had
been specifically exempted therefrom.

Section 4. Effective date.

This Act shall take effect on the 76th day following
the date on which it becomes law.

AN ACT to amend Article I, title "Commission on
Human Relations", of Chapter 27, title "Human Relations
and Civil Liberties", of the Montgomery County Code 1972,
by adding a new Section 27—1A, to follow immediately
after Section 27—1 thereof, to provide that the
provisions of Chapter 27 shall apply within Charter
municipalities if adopted by such municipalities; and to
provide for enforcement of the provisions of the Chapter
in municipalities by the County.

BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND, that

SECTION 1. A new Section 27-1A is hereby added to
Article I, title "Commission on Human Relations", of
Chapter 27, title "Human Relations and Civil Liberties",
of the Montgomery County Code 1972, to follow immediately
after Section 27—1 thereof, and to read as follows:

MUNICIPALITIES.
