AN ACT to amend Chapter 27, title "Human Relations
and Civil Liberties," of the Montgomery County Code 1972,
as amended, by adding a new Article VI, title "Commission
on Aging," to follow immediately after Article V thereof,
to abolish the existing Commission on Aging and to
provide generally for the establishment by law of the
Commission on Aging appointed by the County Executive
with the approval of the County Council, to serve as an
advocate on behalf of older people, maintaining a
constant vigil over actions, proposals, both public and
private, which might work to the benefit or disadvantage
of the elderly, and take constructive action in their
best interests; to research and analyze materials
relating to activities for the aging; to review plans of
other governmental units concerning the aging; to develop
an informational and referral service; to conduct
educational programs and meetings; to counsel and advise
residents and government units concerning the needs of
the aging; and to conduct programs to meet those needs
that are not being met, or cannot be met by existing or
proposed agencies.

BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND, that

Sec. 1. Resolution No. 6—705, adopted August 29,
1967, is hereby repealed in its entirety and the
Commission on Aging established thereunder is hereby
disbanded and terminated.

Sec. 2. There is hereby added to Chapter 27, title
"Human Relations and Civil Liberties," of the Montgomery
County Code 1972, as amended, a new article to be known
as Article VI, title "Commission on Aging," to follow
immediately after Article V thereof, to read as follows:

IT IS HEREBY DECLARED TO BE THE PUBLIC POLICY OF
MONTGOMERY COUNTY, MARYLAND, TO PROMOTE AND INITIATE
PROGRAMS TO IMPROVE CONDITIONS OF THE AGING OR ELDERLY IN
THE COUNTY; TO WORK TOWARD ELIMINATION OF RESTRICTIONS
WHICH IMPEDE OLDER CITIZENS FROM FULL PARTICIPATION IN
THE MAINSTREAM OF COMMUNITY LIFE; AND TO ASSIST AND
