(4) The Members of the commission provided
for under subparagraph a of paragraph (1) of this
subsection shall be permanent members and shall serve
until their successors have been duly appointed or
elected and qualified.
(5) The members of the commission provided
for under subparagraph b of paragraph (1) of this
subsection shall serve for a term of four years. Any
vacancy occurring in membership provided for under such
subparagraph shall be filled, for the unexpired term, by
the county executive, subject to confirmation by the
county council.
(6) The commission shall meet at least once
every two months, and its members shall serve without
compensation.
(7) All staff support and clerical
assistance for the commission shall be furnished by the
chief administrative officer.
(c) Functions and duties.
(1) The commission shall inquire into the
following matters in the County and make such studies,
conduct such hearings, and request such information as it
deems appropriate for this purpose:
a. The organization and adequacy of
law enforcement and the administration of justice.
b. Such other matters as the
commission may determine to be relevant to the prevention
and control of crime and the achievement of fair and
effective law enforcement.
(2) The commission shall develop standards
and make recommendations for:
a. The establishment of a six—year
comprehensive plan to govern the long—range development
of specific programs within all elements of the County's
criminal justice system, so as to provide solutions for
problem areas identified and achieve effective
coordination of activities within that system.
b. Reviewing programs proposed by law
enforcement and criminal justice agencies and department
for incorporation in the six—year plan and/or
representing substantial fiscal impact upon the County
budget, whether or not initially funded through
available federal and state grant monies.
