sentences, clauses, sections or parts of this Act or
their application to other persons and circumstances. It
is hereby declared to be the legislative intent that this
Act would have been adopted if such illegal, invalid or
unconstitutional provision, sentence, clause, section or
part had not been included therein, and if the person or
circumstances to which this Act or any part thereof is
inapplicable had been specifically exempted therefrom.

SECTION 4. Effective date.

This Act shall take effect on the 76th day following
the date on which it becomes law.

AN ACT to repeal and re-enact, with amendments,
Section 2—60, title "Law enforcement and criminal justice
commission", of Chapter 2, title "Administration",
Montgomery County Code 1972, to provide for the
establishment of a criminal justice coordinating
commission, setting forth the membership of the
commission, the manner of selection of such members and
chairman and vice—chairman of such commission, and the
terms of office; providing for its staff support; and
setting forth the functions and duties of such
commission.

BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND, That -

Section 1. Section 2—60, title "Law enforcement and
criminal justice commission", of Chapter 2, title
"Administration," of the Montgomery County Code 197 2, is
hereby repealed and re—enacted, with amendments, to read
as follows:

2—60. Criminal justice coordinating commission.

(a)     There is hereby established the criminal
justice coordinating commission for the County,
hereinafter referred to as the "commission".

(b)    Composition; election of officers; terms of
members; meetings, etc.; executive direction.
