COUNTY LOCAL LAWS

THEIR APPOINTMENT, AND METHODS OF FINANCING THE
OPERATIONS AND PROGRAMS OF THE CORPORATION.

56-25. ADDITIONAL POSERS AND RESTRICTIONS.

THE MONTGOMERY COUNTY COUNCIL MAY GRANT TO
MONTGOMERY COUNTY, MARYLAND, ANY AND ALL ADDITIONAL POWER
AND AUTHORITY NECESSARY OR PROPER TO CARRY INTO FULL
FORCE AND EFFECT ANY AND ALL OF THE SPECIFIC POWERS SET
OUT IN THIS ARTICLE AND TO FULLY ACCOMPLISH ANY AND ALL
OF THE PURPOSES AND OBJECTS CONTEMPLATED BY THE
PROVISIONS OF THIS ARTICLE; PROVIDED SUCH ADDITIONAL
POWER OR AUTHORITY IS NOT INCONSISTENT WITH THE TERMS AND
PROVISIONS OF THIS ARTICLE OR WITH ANY OF THE PROVISIONS
OF THE CONSTITUTION OF MARYLAND OR ANY OTHER PROVISION OF
STATE LAW.

Section 2. Severability.

The provisions of this Act are severable and if any
provision, sentence, clause, section or part thereof if
held illegal, invalid or unconstitutional or inapplicable
to any person or circumstance, such illegality,
invalidity, unconstitutionality, or inapplicability shall
not affect or impair any of the remaining provisions,
sentences, clauses, sections or parts of this Act or
their application to other persons and circumstances. It
is hereby declared to be the legislative intent that this
Act would have been adopted if such illegal, invalid or
unconstitutional provision, sentence, clause, section or
part had not been included therein, and if the person or
circumstances to which the Act or any part thereof is
inapplicable had been specifically exempted therefrom.

Section 3. Effective date.

The Council hereby declares that an emergency exists
and that this legislation is necessary for the immediate
protection of public health and safety. Therefore, this
Act shall take effect on the date on which it becomes
law.
