and establish a membership group for full—time employees
and qualified part—time employees who fail to meet the
medical standards required for membership in other groups
and to set the contribution rate therefor; to allow
transfer of members who were active members of another
State or local retirement system within the State of
Maryland at the time of appointment to a position
otherwise qualified for membership and to provide a
method for purchasing prior service credits; to establish
the normal retirement date, normal mandatory retirement
date and establish procedures for mandatory retirement
date extensions for certain members; to delete provisions
for crediting of service recognition factor; to extend
the option period and provide clarification of retirement
date for members who have transferred from one group to
another; to clarify existing requirements for normal
contribution rate and County accrual rate contributions
and unfunded liability contributions; to clarify payment
methods for purchase of credited past service as a fire
alarm dispatcher or firefighter in Montgomery County; to
establish a more equitable procedure for determining
credited future service and "average final earnings" for
qualified part—time members; to establish responsibility
for unfunded accrued liability and for payment of monies
necessary to purchase retirement credit while a member is
in the military service; to redefine responsibility for
establishing medical standards for County positions; to
delete provisions for repayment of monies paid for
purchase of military service credits in cases of
administrative retirement and discontinued service; to
clarify administrative procedures and to establish the
period of the option to use compensatory leave and annual
leave in payment for credited service; to provide for
transfers between the County Retirement System and other
jurisdictions without reciprocity agreements and to
provide a time limit within which members may request
transfers and arrange for payment of membership service;
to clarify limitations on credited service for vesting or
retirement purposes; to provide time limits for purchase
of prior State and County service credits and to
establish a method of payment for such credited service;
to clarify existing procedures for determining the amount
of pension at administrative retirement on or after
elective early retirement date; to clarify status of
vested or retired members upon appointment to a position
covered under the County Retirement System; to provide
the Retirement Hearing Board with decision—making powers
regarding non—service connected disability retirement and
service connected disability retirement; to provide for a
review of the findings of medical examinations of
disability pensioners by the Retirement Hearing Board and
adjustment of disability payments by the County Personnel
Board; to clarify procedures for adjustment or cessation
of disability pension payments; to redefine procedures
