Advisory Board, the County Executive, and the County
Council.

BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND, that -

Sec. 1. Section 24—9, title "Board of Community and
Mental Health" — Established; Membership; Appointment,
Qualifications, Term of Office and Compensation of
Members; Officers; Meeting; Annual Reports", of Chapter
24, title "Health and Sanitation", Montgomery County Code
1972, is hereby repealed in its entirety.

SECTION 2. Section 24-10, title "Same-Duties", of
Chapter 24, title "Health and Sanitation", Montgomery
County Code 1972, is hereby repealed in its entirety.

SECTION 3. A new Article III, title "Comprehensive
Health Planning", consisting of Sections 24-22 through
24-33, is hereby added to Chapter 24, title "Health and
Sanitation", Montgomery County Code 1972, to follow
immediately after Article II thereof, and to read as
follows:

ARTICLE III COMPREHENSIVE HEALTH PLANNING

24-22 PURPOSE AND INTENT

THE COUNTY COUNCIL FOR MONTGOMERY COUNTY HEREBY
FINDS THAT ADEQUATE PLANNING IS VITAL TO THE SUCCESS OF
AN EFFECTIVE, COORDINATED SYSTEM OF HEALTH SERVICES AND
FACILITIES THROUGHOUT THE COUNTY. SUCH PLANNING REQUIRES
THE COORDINATION AND COOPERATION OF ALL HEALTH-RELATED
INTERESTS WITHIN THE COUNTY AND THE COORDINATION OF LOCAL
HEALTH PLANNING EFFORTS WITH SIMILAR EFFORTS AND
ACTIVITIES AT THE FEDERAL, STATE AND REGIONAL LEVELS.
THE COUNCIL FURTHER FINDS THAT PLANNING FOR COMMUNITY
HEALTH NEEDS, INCLUDING ENVIRONMENTAL CONSIDERATIONS,
MUST INVOLVE ACTIVE COMMUNITY PARTICIPATION, PARTICULARLY
THOSE PERSONS PROVIDING AND THOSE RECEIVING HEALTH
SERVICES. THE COUNCIL DEEMS IT ESSENTIAL THAT IN ORDER
TO PROMOTE THE HEALTH, SAFETY AND WELFARE OF ALL THE
CITIZENS OF MONTGOMERY COUNTY THAT THERE BE DEVELOPED A
COMPREHENSIVE HEALTH PLANNING MECHANISM TO FACILITATE
LOCAL HEALTH PLANNING EFFORTS WITHIN THE COUNTY AND TO
INTERRELATE SUCH EFFORTS WITH REGIONAL, STATE AND FEDERAL
HEALTH PLANNING PROGRAMS AND ACTIVITIES. THE PURPOSE AND
INTENT OF THIS LEGISLATION ARE TO PROVIDE SUCH A
COOPERATIVE, EFFECTIVE HEALTH PLANNING SYSTEM.

THERE IS HEREBY ESTABLISHED A MONTGOMERY COUNTY
