SECTION 2. AND BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF HOWARD COUNTY, MARYLAND, that this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health,
safety, and welfare; and having been passed by the
affirmative vote of two—thirds of the members elected to
the Council, it shall take effect from the date of its
enactment.

AN ACT to repeal and re—enact with amendment Section
21.2108 of Title 21, "Traffic Control," of the
Howard County Code, to prohibit commercial vehicles
from using certain streets, to include Loudon Avenue
from Route U.S. — 1 to Smith Lane in Harwood Park,
SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HOWARD COUNTY, MARYLAND, that Section 21.2108 of Title
21, "Traffic Control," of the Howard County Code is
repealed and reenacted with amendment to prohibit
commercial vehicles from using certain streets, to
include Loudon Avenue, from Route U.S. — 1 to Smith Lane
in Harwood Park, to read as follows:
Section 21.2108 — Commercial Vehicles Prohibited from
Using Certain Streets
When signs are erected giving notice thereof, no
person shall operate a commercial vehicle, except as
provided under Section 1702, upon any of the following
streets or parts of streets:
