such rules and regulations Uniting or prohibiting
cruising along the public streets or highways by such
taxicab or taxicabs, where such cruising may menace
public safety or unduly congest traffic.

SECTION 3. AND BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF HOWARD COUNTY, MARYLAND [that this Act shall
take effect immediately upon its enactment,] THAT THIS
ACT IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE AND
NECESSARY FOR THE IMMEDIATE PRESERVATION OF THE PUBLIC
HEALTH, SAFETY, AND WELFARE; AND HAVING BEEN PASSED BY
THE AFFIRMATIVE VOTE OF TWO-THIRDS OF THE MEMBERS ELECTED
TO THE COUNCIL, IT SHALL TAKE EFFECT FROM THE DATE OF ITS
ENACTMENT.

Council Bill No. 50

IN ACT to add Section 18.124(cc) to Title 18, "Public
Works," subtitle "Public Utilities," of the Howard
County Code, to incorporate into the Metropolitan
District of Howard County two parcels of land owned
by the Maryland Department of Transportation, and
further declaring this to be an emergency measure.

WHEREAS, this Act is made pursuant to Section 18.101
of the Howard County Code which provides that the
Metropolitan District may be enlarged by acts of the
County Council.

WHEREAS, a Petition was submitted to the Director of
Public Works by the owner to incorporate certain parcels
of land into the Metropolitan District.

SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HOWARD COUNTY, MARYLAND, that Section 18.124(cc) be and
is hereby added to Title 18 of the Howard County Code,
title "Public Works," subtitle "Public Utilities," to
read as follows:

1. THE FOLLOWING DESCRIBED AND REFERRED TO PARCELS OF
LAND SHALL BE INCORPORATED INTO THE METROPOLITAN DISTRICT
OF HOWARD COUNTY AS OF AUGUST 1, 1974.

(A) PROPERTY IS OWNED BY THE MARYLAND DEPARTMENT OF
TRANSPORTATION AND LOCATED BETWEEN MD. ROUTE 32 AND
