circumstance is held invalid for any reason, the
invalidity shall not affect the other provisions or any
other application of this Act which can be given effect
without the invalid provisions or applications, and to
this end all the provisions of this Act are declared to
be severable.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect sixty (60) days from the date it
becomes law.

AN ACT to add new Article 17, heading, "Official Map," to
Chapter 25 of the Harford County Code, (1974), to
provide for the periodic adoption of an Official Map
for Harford County; said map to provide detailed
site information on public facilities for use in the
development of County Raster Plans and the Capital
Improvement Program; to provide that the Official
Map shall reserve certain lands which are designated
for future public FACILITY use; and generally
relating to a Capital Improvement Program Official
Map for Harford County, Maryland.

SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HARFORD COUNTY, MARYLAND, That new Article 17, heading
"Official Map" be and it is hereby added to Chapter 25 of
the Harford County Code (1974); all to read as follows:

ARTICLE 17. OFFICIAL MAP.

SECTION 25-128.

UNDER AUTHORITY OF THIS ARTICLE, THE HARFORD COUNTY
DEPARTMENT OF PLANNING AND ZONING, IN CONJUNCTION WITH
INPUT FROM OTHER COUNTY DEPARTMENTS OR AGENCIES, SHALL,
FROM TIME TO TIME MAKE, OR CAUSE TO BE MADE, SURVEYS OF
ANY MAJOR SECTION OR DISTRICT OF THE COUNTY FOR THE EXACT
LOCATION OF THE LINES OF A STREET AND/OR ANY OTHER PART
OF THE TRANSPORTATION PLAN ELEMENT OF THE COUNTY'S MASTER
PLAN, WITH THE ASSISTANCE OF THE DEPARTMENT OF PUBLIC
WORKS AS NECESSARY, INCLUDING BUT NOT LIMITED TO ALL
TYPES OF HIGHWAYS OR STREETS, RAILWAYS, WATERWAYS,
AIRWAYS, AND ROUTING FOR MASS TRANSIT; AND TO MAKE AN
OFFICIAL MAP OF THE SECTION OR DISTRICT THUS SURVEYED;
AND ALSO INCLUDE, IN CONFORMANCE WITH THE LAND USE PLAN
