shall be filled by appointment of the County Executive
and confirmed by the County Council in accordance with
the Charter of Harford County, Maryland. As the initial
terms expire, the subsequent terms shall be for a period
of three (3) years. All vacancies shall be filled from
the respective categories of the appointment then
expiring. Any member whose term is expiring may be
reappointed to another term. A list of possible
Commission members shall be submitted to the County
Executive by the Commission.
(d) The members of the Youth Commission shall
receive no compensation for their services, but they may
be reimbursed by Harford County, Maryland, for reasonable
and necessary expenses incurred in the discharge of their
duties.
(e) The County Executive shall designate a
Chairman of the Commission who shall serve initially
until the Commission elects a Chairman. The Commission
shall meet once a month, or on the call of the Chairman,
in a place to be furnished by Harford County, Maryland.
(f) To adopt, subject to the terms of this
Section, such rules and regulations as may be necessary
for the proper operation of the Commission.
(g) Purpose. The Commission purpose is to assess
the needs and resources of Harford County in terms of
youth programs, jobs, and needs, and to suggest programs
to meet the specific needs identified by these
assessments and to identify the appropriate agencies for
the implementation of these programs. The Commission is
to be primarily concerned with (1) the examination of the
broad spectrum of services, programs and facilities of
the County government as to youth needs; (2) the
recommendation of procedures, programs, plans and
legislation to improve the County government; (3)
remedying identifiable problems; (4) rendering more
efficient and economical services; (5) meeting previously
unmet needs of the youth citizenry.
(h) Duties. The duties of the Commission shall
be:
(1) To assume the leadership in studying the
services available to and the needs of the youth in the
County in order to create a more healthy atmosphere or
environment for the youth of the County.
(2) To carry out a program of public
information for the benefit of youth through the various
media.
