which the credit is sought; or he must be determined to
be permanently and totally disabled under the Social
Security Act or the Railroad Retirement Act, or by the
United States Civil Service Commission standards, or by
the Veteran's Administration Standards or by the Maryland
State Police Retirement System or any other program,
providing for disability and retirement plans, that is
recognized by the Federal government, a State government,
or Local governmental entity, provided however, that the
combined gross income (as defined in Section 12F (b) of
Article 81 of the Annotated Code of Maryland) of said
applicant shall not be in excess of seven thousand five
hundred dollars ($7,500,00) for the calendar year
immediately preceding the fiscal year application. In
accordance with the provisions of Section 49C of Article
81 of the Annotated Code of Maryland, an applicant may
apply for said tax credit at any time up to September 1
of the taxable year.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect sixty (60) days from the date it
becomes law.

AN ACT to add new Section 522A to the Code of Public
Local Laws of Harford County, (1965 Edition, as
amended) , heading "Harford County Youth Commission";
to provide for a youth commission for Harford
County, to study the problems of youth, to promote
communication between youth and government, and to
provide for the method of appointment of members,
and generally relating to the duties, powers and
responsibilities of the Harford County Youth
Commission.
SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HARFORD COUNTY, MARYLAND, That new Section 522A, heading
"Harford County Youth Commission" be, and it is hereby,
added to the Code of Public Local Laws of Harford County
(1965 Edition, as amended), to read as follows:
522A. Harford County Youth Commission.
(a) There is hereby created a Harford County Youth
Commission to consist of [[fourteen]] FIFTEEN ([[14]] 15)
